ANHD appreciates Governor Hochul’s emergency funding proposal for asylum-seekers in NYC. However, the omission of the Housing Access Vouchers Program (HAVP) from the FY25 Executive Budget is concerning; HAVP has broad support and can house or keep housed up to 20,000 households and 50,000 New Yorkers, addressing the pressing issue of homelessness in our city.

The Thriving Communities Coalition (TCC) has long called for a more equitable and systemic approach to planning in New York City to address its growing housing crisis. That is why we took note when Speaker Adams and Council Members Salamanca and Sanchez introduced the Fair Housing Framework legislation in the spring and look forward to seeing this legislation advance with today’s hearing.

Governor Hochul announced Executive Orders and new initiatives to tackle New York’s housing crisis, but ANHD highlights that the approach is limited, focusing mainly on production. ANHD emphasizes the importance of addressing homelessness, rent increases, discrimination, preservation of affordable units, and homeownership opportunities as part of comprehensive solutions. ANHD aims to collaborate with elected officials to find holistic solutions to the housing crisis.

We’re therefore excited to stand with Speaker Adams, Council Member Salamanca, Council Member Sanchez, and the over 30 council member co-sponsors as they introduce legislation requiring the City to create Fair Housing plans on a regular basis.
