The Thriving Communities Coalition (TCC) has long called for a more equitable and systemic approach to planning in New York City to address its growing housing crisis. That is why we took note when Speaker Adams and Council Members Salamanca and Sanchez introduced the Fair Housing Framework legislation in the spring and look forward to seeing this legislation advance with today’s hearing.

Governor Hochul announced Executive Orders and new initiatives to tackle New York’s housing crisis, but ANHD highlights that the approach is limited, focusing mainly on production. ANHD emphasizes the importance of addressing homelessness, rent increases, discrimination, preservation of affordable units, and homeownership opportunities as part of comprehensive solutions. ANHD aims to collaborate with elected officials to find holistic solutions to the housing crisis.

ANHD has long called for a more equitable and intentional planning system in NYC. The New York State government’s failure to invest in programs for housing instability during record homelessness, evictions, and rent increase is disappointing. However, Good Cause eviction protection and legalization of basement apartments can still be passed. $391M in Emergency Rental Assistance and $40M in foreclosure prevention are bright spots in the budget. ANHD thanks the Senate and Assembly for supporting Displacement Alert Project, which is critical in facing the housing crisis in 2023. ANHD will fight for BIPOC, low-income, and immigrant New Yorkers’ housing resources and protections.

ANHD commends Councilmember Gutiérrez, Councilmember Farias, and the many elected officials who stood together with us today for their commitment to advancing a proactive and comprehensive bill that champions planning for NYC’s industrial sector.

Today, Governor Hochul’s 2023 State of the State address announced a “Housing Compact” to create 800,000 housing units statewide over the next decade. While we applaud the Governor’s commitment to tackling New York’s growing housing crisis, her proposed luxury tax breaks and deregulation strategy is severely misguided.

ANHD is deeply concerned by Mayor Adams’ Get Stuff Built housing plan announced today. Disappointingly, the Mayor stepped back from one of the key achievements of his April Housing & Homelessness Blueprint - to not set a problematic unit goal.

Statement by ANHD's Executive Director, Barika Williams, in response to recent attacks on the Consumer Finance Protection Bureau: Financial industry lawsuit filed Sept 2022 against the CFPB’s actions to combat discrimination and the Oct 2022 ruling by the United States Court of Appeals for the Fifth Circuit claiming that the agency’s funding structure is unconstitutional.

If passed, this proposal will be the first major update of the CRA in over 25 years, presenting a historic opportunity for the CRA to meet its intended purpose to address redlining and racial disparities and increase access to banking and capital in LMI and BIPOC communities.
