Overview

ANHD’s Rezoning Technical Assistance program provides strategic and technical support for community groups engaged in campaigns around large-scale rezonings. The language and processes of rezonings are often confusing, disempowering, and exclusionary. ANHD’s work helps ensure that marginalized community members have the knowledge and power to exert control over land use decisions and their impacts.

The Project

When residents of marginalized communities have control over land use decisions, the future of their neighborhood can be shaped by the needs and priorities of those who live there instead of by the dictates of real estate developers and the private market.

ANHD works toprovide community groups with the data, policy, political and procedural knowledge and tools they need to engage the City and our elected representatives on an equal footing to advance their own local vision for their communities.

The neighborhoods we have worked in include East New York, Jerome Avenue, Gowanus, Stapleton, Bushwick, Chinatown/Two Bridges, Southern Boulevard, and Long Island City – and we continue to seek to provide support wherever possible.

Today, the City Council voted to rezone East New York and Cypress Hills, the culmination of a years-long process.  As the first of 15 neighborhood rezonings anticipated under the de Blasio Administration, both the process and outcomes of the East New York rezoning provide lessons for residents and community organizations throughout the city.

East New York Rezoning Vote Approaches
As early as next week, the City Council Land Use Committee is expected to vote on the rezoning plan for East New York/Cypress Hills, bringing the first of the 15 neighborhood plans proposed by the City closer to becoming a reality. The final outcome of this first neighborhood rezoning under the de Blasio administration will have major implications for the East New York/Cypress Hills community and for the City as a whole.

ANHD Supports ZQA Plan
The City Council is getting set to consider major zoning legislation in the next few weeks. As negotiations between the Council and the Administration shape the final proposals, addressing the affordability crisis must be at the center of the policy. With so many zoning proposals in the news and before the Council, it is important that each proposal be understood on own its merits.
