The City Council took an important first step today to protect New York City's small businesses and passed Intro 851 to curtail harassment of commercial tenants. This bill, sponsored by Council Member Robert Cornegy, chair of Council's Committee on Small Business, creates for the first time a definition of commercial tenant harassment and provides business owners with the ability to litigate against unscrupulous landlords.

The New York State budget passed on April 1st made a historic $2 billion funding commitment to take on the state's worsening affordable housing and homeless crisis. This was an important step, but the funding cannot be released and the work actually begin until our representatives in Albany agree to a Memorandum of Understanding (MOU) for this funding.

The information materials by attorney Michelle Maratto Itkowitz -- entitled Demolition Evictions: A Real Possibility and Tenant Buyouts for the Next Generation -- are almost refreshing for their candor.

On June 1, Crain's highlighted the various challenges food manufacturers face and the growing need for affordable space for viable industrial businesses. The lack of affordable manufacturing space and capital for small business investments are significant hurdles that demand immediate attention.

ANHD is today releasing the 2016 edition of How is Affordable Housing Threatened in Your Neighborhood?  Each year, this "risk chart" chart takes a variety of indicators of threats to affordable housing and lays them out at a community-district level in a user-friendly format.

The City Planning Commission today voted to approve the amended application for a mixed industrial-commercial development at 25 Kent Avenue. As ANHD has written in  previous posts,  the 25 Kent Avenue development could be a bellwether of future zoning reforms.

Landlord Steve Croman made headlines this week when the Attorney General filed a suit against him for tenant harassment, alongside criminal charges. Croman is an example of "harassment as a business model" taken to its extreme, but the truth is that many landlords resort to harassment for the same reason he did - because once existing tenants are pushed out of their apartments, landlords can renovate, deregulate, and dramatically increase their profits.

As reported by Crains New York  today, May 10, the City's plan to rezone 14 blocks of the Greenpoint-Williamsburg Industrial Business Zone to a commercial / industrial mix has been scaled back to 1 block - the development site at 25 Kent Ave. This change demonstrates the significance of this local rezoning which has implications for the city's broader industrial land use policy, as outlined in the Mayor's Industrial Plan.
