The NYC Community Investment Advisory Board (CIAB) took an important step forward in its role to hold banks more accountable to the needs of NYC’s lower-income people and communities.  The CIAB completed its first report as mandated by the NYC Responsible Banking Act (RBA): “2015 Needs Assessment: a Biennial Report assessing the credit, financial and banking services needs in New York City.”

ANHD today released the 2015 edition of our annual risk chart:  How is Affordable Housing Threatened in Your Neighborhood? Each year the chart takes a variety of indicators of threats to affordable housing and lays them out at a community-district level in a user-friendly format.

Mayor de Blasio today released his administration’s proposal to reform the controversial 421a Developer’s Tax Break. We all know the problems with 421a – it gives away billions of dollars for very little public benefit.

Every ten years, under the “EGRPRA” process, top federal bank regulators at the OCC, FDIC, and Federal Reserve Board review the full range of regulations banks must follow.  They seek to “identify outdated, unnecessary, or unduly burdensome regulations” so as to reduce burden while still protecting consumers and the financial system.

Yesterday, the city decided to move forward with a proposal that fully reflects its priority on comprehensive neighborhood development. A municipal parking lot in Queens is now slated to become a truly groundbreaking development – 208 units of green affordable housing with room and support for local businesses and innovative community uses. And what’s making this possible are the two not-for-profits, each with deep roots in Queens, who are involved in the development.

Last week, the Furman Center released a white paper on Inclusionary Zoning, Creating Affordable Housing Out of Thin Air.  It’s an incredible comprehensive look at the economics behind Inclusionary Zoning, and leads greatly to understanding how to most effectively shape the economic aspects of a new Mandatory Inclusionary Zoning policy.
