A central plank of the Mayor’s housing plan is the recognition that preserving our existing affordable housing is the most cost-effective way to fight for the homes that New Yorkers need. Building new housing is always far more expensive then preserving the current affordable housing that is under threat.

A quantitative goal is easy to measure and understand – Housing New York is dedicated to building or preserving 200,000 units of affordable housing, and much of its success will be measured on its achieving that number. But the plan starts off with a qualitative goal as well – creating livable and diverse neighborhoods as a primary priority.

This morning, Mayor de Blasio released a housing plan that is an exciting, ambitious vision and a substantial down payment towards a new era in housing policy.  Housing New York is a plan to build and preserve 200,000 units over the next ten years, making it the largest affordable housing effort of any New York City mayor.

Mayor de Blasio and his housing team will release their  important new affordable housing plan on May 1st. We know the plan will be ambitious, striving to fulfill the Mayor’s promise of 200,000 units. But building an equitable city is about much more than just arithmetic.

Our city cannot simply build its way out of our affordability crisis. In the past twelve years, over 180,000 new market-rate housing units were built, creating almost $8 billion in new wealth for real estate developers.  Much of this new development happened in the nearly 40% of the city that was rezoned.

As the new City Administration begins to make important policy choices to shape a new economic development policy, the Association for Neighborhood and Housing Development (ANHD) is releasing a new white paper to help demystify the economic development category of the Community Reinvestment Act (CRA) and to encourage more effective partnerships and activities by banks, regulators, government officials, nonprofits and for-profit developers to further equitable economic development in New York City.

In order to build Mayor de Blasio’s goal of 200,000 units of affordable housing in New York City, we must do just that – build. The Daily News reported last week that the Mayor told the Real Estate Board of New York “… the only way I can achieve my goals is if we are building and building aggressively.”
