The Association for Neighborhood and Housing Development, Make the Road New York, and New York Communities for Change are calling on the City Council to withhold support for any Mandatory Inclusionary Housing (MIH) proposal that does not guarantee affordable housing that truly meet the needs of our communities. Community groups and local residents have made it clear that the Mayor's proposal does not go deep enough, and must be amended to include a "deep affordability option."

The City Council is getting set to consider major zoning legislation in the next few weeks. As negotiations between the Council and the Administration shape the final proposals, addressing the affordability crisis must be at the center of the policy. With so many zoning proposals in the news and before the Council, it is important that each proposal be understood on own its merits.

As much as New York City is a city of renters, nearly a third of New Yorkers own their own homes. Responsible, affordable homeownership has long been recognized as an important way for people to build wealth and move into the middle class. Yet, lower-income people and people of color have consistently been locked out of the housing market or targeted with harmful products and practices.

The City Council Committee on Housing and Buildings is holding a hearing today on several pieces of legislation intended to provide new tools to address the pervasive problem of harassment and displacement of low- and moderate-income tenants. One important bill would create a new citywide Certificate of No Harassment Program, which community groups believe would help disincentivize the harassment and displacement of tenants from affordable, rent-stabilized apartments.

The community development movement lost a leader when Jay Small, ANHD's Executive Director from 1992 - 1998, passed away on February 12th in Flatbush, a stone's throw away from where he was born. Jay took over the stewardship of ANHD after organizing in both Williamsburg with St Nick's, and then in East Flatbush with Flatbush East CDC.

ANHD applauds Comptroller Thomas J. Curry for emphasizing the requirement of CRA future planning by banks when they submit an application for a merger or acquisition, and for making it clear that regulators must evaluate these plans in addition to looking at the banks' prior CRA ratings.

The Mayor's Mandatory Inclusionary Housing (MIH) proposal is rapidly making its way through the City's ULURP process. On February 3, the City Planning Commission (CPC) voted to approve the de Blasio Administration's MIH proposal with modifications.

Monday, NYC EDC announced that the number of outer borough private sector jobs has grown at more than double the rate of jobs in Manhattan since Mayor de Blasio has taken office. ANHD applauds the Administration's success in increasing jobs outside of Manhattan.

On Wednesday the City Planning Commission (CPC) voted to approve the de Blasio Administration's Mandatory Inclusionary Housing (MIH) proposal, with a few modifications. MIH is now officially in the hands of City Council, which has until approximately the end of March to vote on MIH.

The New York Daily News recently reported that the City brokered a deal with a Brooklyn manufacturer to keep over 200 jobs in the City. ANHD commends the de Blasio Administration for its commitment to prioritizing industrial and manufacturing jobs for New York City.
