Landlord Steve Croman made headlines this week when the Attorney General filed a suit against him for tenant harassment, alongside criminal charges. Croman is an example of "harassment as a business model" taken to its extreme, but the truth is that many landlords resort to harassment for the same reason he did - because once existing tenants are pushed out of their apartments, landlords can renovate, deregulate, and dramatically increase their profits.

As reported by Crains New York  today, May 10, the City's plan to rezone 14 blocks of the Greenpoint-Williamsburg Industrial Business Zone to a commercial / industrial mix has been scaled back to 1 block - the development site at 25 Kent Ave. This change demonstrates the significance of this local rezoning which has implications for the city's broader industrial land use policy, as outlined in the Mayor's Industrial Plan.

An op-ed emphasizing the importance of passing legislation to create a new, citywide Certificate of No Harassment program appeared today in Gotham Gazette. Co-authored by ANHD's Benjamin Dulchin and Make the Road NY's Javier Valdes, the op-ed illustrates the appalling harassment all too many low- and moderate-income tenants face from landlords intent on higher profits.

As early as next week, the City Council Land Use Committee is expected to vote on the rezoning plan for East New York/Cypress Hills, bringing the first of the 15 neighborhood plans proposed by the City closer to becoming a reality. The final outcome of this first neighborhood rezoning under the de Blasio administration will have major implications for the East New York/Cypress Hills community and for the City as a whole.

But the recent New York State Executive Budget proposed two changes that would have the unintended effect of undermining effective affordable housing production by creating a new level of decision-making oversight for one of the main tools used to finance affordable housing development.

The Association for Neighborhood and Housing Development has been the leading organization calling for a Mandatory Inclusionary Housing (MIH) policy because we believe that the City needs a new baseline for how affordable housing gets built in all communities. Yesterday the City Council announced the negotiated MIH policy that will be voted out of Council Committee today. This will be the strongest Mandatory Inclusionary Housing program in the country and ANHD believes it is deserving of support.

As the Administration's proposal for Mandatory Inclusionary Housing (MIH) moves towards a vote, the City Council has taken up their role to modify and improve the final proposal. Community groups know that local residents in low-income neighborhoods are correct to ask the question "Affordable for whom?", and that some of the promised housing must be guaranteed where the need for housing and the fear of displacement is greatest.
